This week the Huntsville City Council held a workshop presenting an overview of Public Improvement Districts, PIDs and Municipal Utility Districts, MUDs.

Mr. Byal said, “If we go to MUD, or PID, or if the developer handles that cost upfront, the home buyer in the end ultimately pays for the infrastructure in that subdivision. It’s just at what stage, how that plays out.
