Community Impact reports that at a special meeting of the Conroe City Council May 22, councilmembers okayed an additional $5.1 million that’s needed to keep operations going at the new Hyatt Regency Conroe and Convention Center.
During the meeting, councilmembers approved the facilities 2022-23 operating budget and general fund contribution to the operating budget.
During the meeting, the chair of Garfield Public/Private Raymond Garfield, Jr. said the extra cash infusion was necessary to open the Hyatt Regency and keep it operating through 2024 as the hotel was lacking in working capital.
Director of finance and assistant city administrator Collin Boothe passed along at the meeting he estimated that the contract development budget for the hotel when bonds are finalized would unofficially be $100 million. He went on to say that this does not include $6 million given by Conroe Industrial Development Corporation and the $2.5 million from hotel occupancy taxes that take the hotels’ construction cost to an estimated $108.57 million.
Boothe also passed along that projections show hotel operating revenue at $2.9 million, and for the first year, operating expenditures at around $4.5 million. He added that taking into consideration debt services and interest on the bonds the complete project will be “way more” than $130 million.
Garfield Public/Private’s Raymond Garield Jr., who represents the operating side of Garfield Construction that was chosen for the hotel, said inflationary issues were the reason for the resulting seven contract revisions. He also said, however, that the reason for May 22nd’s meeting was because of a case of missing capital—the $5.1 million. He went on to say the cost projection from a couple of years ago increased because of the COVID-19 pandemic supply chain issues and material shortages. He said, “We didn’t misuse any funds.”
Councimember Harry Hardman said, “I still don’t understand how we got here today and why this was not given its due diligence more so than three days before the . . . thing was open.”
